Request for Proposal (RFP)

Description

A request for proposal (RFP) is a document written much like a contract that solicits interested parties to enter into an agreement that will provide specific services or solicitation under conditions provided by the requestee. The request for proposal can also be used to develop publications, soliciting private sector partners to work with the intellectual property of a private, nonprofit organization. Another use of a request for proposal is that it focuses the priorities and values of the group developing the request for proposal. For example, should a building become available in a community, an RFP can help the community determine its values regarding that building. Can it be used for housing or other economic development use that will both preserve the building and provide a revenue source for its continued maintenance and repair? This is an effective tool in determining the values of local preservation groups.

How to Use This Tool
The RFP is used to determine the values and vision of those who are seeking partners; whether it be partners for publications, a building, or other products. It is used primarily to solicit private sector partners that can help enhance the product being proposed by a government entity or a private, nonprofit institution.

Examples

  • This is the Place State Park: solicits vendors to interpret the park and pay for the privilege.
  • Preservation Magazine: solicits private sector partner to publish a magazine for a government entity when no money was available.
  • Spring City School: solicits private sector partners to develop an underutilized historic building in a rural Utah town.
  • Brady House in Brigham City: solicits private sector partner to occupy, maintain, and rent a restored historic home which had been given to the city.
  • Book and Gift Shop: solicits private sector partner to operate a bookstore at the Utah State Historical Society.
  • Kanab Library: solicits private sector partner to renovate library located in heart of Kanat, Utah with part of building being restored for city uses.

  • Brigham City (Realtor): solicits private sector partner to advertise availability of historic building - looking for the right realtor.
  • Historic Bingham High School: solicits private sector tenents to occupy a historic building owned by Kennecott Utah Copper Corporation. the building to be offered rent free to organization meeting all criteria.

Limitations
Limitations occur when no private sector partners can be found. This is becoming less likely. Often private sector partners can be found to develop a magazine, product, or a destination. Limitations are also imposed by those using the RFPs who so limit the options of private sector partners as to make it impossible for a partner to participate.
