Brigham City Coordinating Council
Description
The Brigham City Coordinating Council was formed by a partnership agreement to coordinate the activities of already existing community organizations which had strong interest in Heritage Development. They include The Main Street Program, the museums, heritage/preservation Certified Local Government committee, Chamber of Commerce, City Council, Box Elder County Tourism Council, City Planner, Box Elder Economic Development Council, and other interested groups.

How to Use This Tool
This approach can be used in communities that already have existing groups interested in heritage destination development. It doesn't establish a new planning authority, like the Sanpete model. This may be a model to use when there is a strong city planner, a strong City Council, significant heritage resources, and a commitment by all partners to develop a heritage destination. Each group brings to the table its highest priorities in developing a heritage industry and heritage destination. These ideas are then discussed and added to by the other partners and then as affinity is identified, groupings of partners work together on projects of opportunity.

Limitations
This case study probably will not work in communities which do not have active community organizations as identified above. It is a procedure of listening to their values and implementing a process which is consistent with those values. Rather than establishing a new planning authority we have a coordinating council of existing equal partners.
