The Utah State Historic Preservation Office's responsibility for the state's cultural resources, [historic and archaeological] is
at the heart of what we care about as professionals. With changes in federal and state responsibilities for our cultural heritage and limited resources to care for these resources, we are changing our review procedures in order to do a better
job with finite staffing and funds. With the number of Section 106/404 cases and reports continuing to climb, limited staff,
and the need for better data for electronic databases, the Utah State Historic Preservation Office will implement the
following internal procedural change on January 1, 2002.
Archaeological reports submitted to the Preservation Office will first be reviewed for accuracy and technical content. Incomplete or unsatisfactory submissions will be returned immediately. Satisfactory reports will be forwarded to the compliance group, at which time the reports will be logged into the compliance review system and Section 106/404 review
will begin. Compliance review and the 30-day review period will not begin until a satisfactory report has been received by the Preservation Office.
Enclosed are the review forms that will be used to return site forms and reports that need additional work before they are sent to the compliance group with the Utah SHPO.

Subject: Photographs in reports and site forms

With the advent of electronic communication systems and digital photography, we are starting to receive requests that we accept electronic versions of reports and site forms, including digital photographs. While we will accept electronic submissions under certain prearranged circumstances, and plan to increase our ability to do so, in all cases we must also receive a hard copy of each page of every report and site form, including photographs. For site forms we require conventional photographs (black and white or color) in an archival sleeve attached to the site form. Photographs in reports, whether digital or conventional in origin, must be of publishable quality. Maps or figures in reports or site forms that are printed in color on ink-jet printers are not acceptable. If you must include colored maps or figures, please submit a color Xerox copy rather than an ink-jet printout.
Because these records must endure, and remain accessible for many years to come, all records submitted to this office must be of the best quality possible, on the best materials possible. Thank you for your cooperation.
